CERTIFICATION

Business organizations must provide their customers with valuable
products and services in order to ensure and maintain a desirable
level of profitability. VE activity in Japan tends to expand as
a company-wide effort concentrating the knowledge and wisdom of
all employees under the strong and clear leadership of the top management.
The scope of VE application is broadening, not only in conventional
manufacturing and processing areas but also in the services and
office sectors. In order to effectively promote VE activity in-house,
it is essential to train experts in appropriate VE knowledge, experience
and techniques.

VE LEADER (VEL)
The Value Engineering Leader Certification Program is registered with the All-Japan Federation of Management Organizations,
and is conducted by SJVE to accredit individuals who have sufficient basic knowledge in VE to perform as VE team leaders in any organization or study group.
1. Prerequisites
- Aged 20 or over
- Completed 12-hour VE basic seminar (including correspondence
course)
2. Examination
- Conducted to test basic knowledge of VE, ability to apply that
knowledge in practice, and knowledge necessary to become a VE
team leader
- Duration - 2 hours
- Format - multiple-choice answer sheet
- Passing grade - 70-100 points
- VELs must renew certification every 2 years

VE SPECIALIST (VES)
The Value Engineering Specialist Certification Program is registered
with the All-Japan Federation of Management Organizations, and is
conducted by SJVE to accredit individuals with sufficient knowledge,
technical ability and experience in VE to carry out and promote
value engineering activities as VE experts within an organization.
A VES can be defined as:
- Able to identify current problems, and possessing self-starting
ability to innovate during VE projects.
- Capable of motivating and leading VE team members to achieve
the goals established for a VE study.
- Equipped to apply the knowledge and techniques necessary for
securing benefits and improving the value of a product or service.
- Proficient in properly applying knowledge and techniques to
promote and maintain a VE job plan.
1. Prerequisites

Business experience - 4 years minimum

- Completed three of the five "Value Professional Courses

or equivalent position (5pts/yr)
- As VE study task member, involved in making proposals (1pt/6hrs)
- As VE study task leader, involved in making proposals (2pts/6hrs)
- As lecturer or teacher on VE subjects (2pts/6hrs)
- Applied for patent (10pts/each)
- New technique for VE application (10pts/each) |

- Participate in VE conferences (2pts/6hrs)

- Write original articles, papers, books, etc. on VE (1pt/1,500
letters)
- Produce slides, videos, textbooks, etc. on VE (5pts/each;
10pts/each if published by SJVE or Government)
- Participate in SJVE activities as committee member, secretariat
member, chapter president or member (4-8pts/yr, depending on
the position)
- Receive award from SJVE or other professional organization
(5pts/each) |
2. Examination
- Two kinds of test problems: for manufacturing, service or other
industries; and for construction industry
- Duration - 2 hours
- Passing grade - 70-100 points
- VESs must renew certification every 4 years; after the third
renewal they attain Life member status

CERTIFIED VALUE SPECIALIST (CVS)
The Certified Value Specialist Certification Program is based
on the mutual international agreement between SJVE and SAVE International.
